Pragia or Trapdoor are examples for unnecessary and cruel experiments.

And Saren's operations durring Revelations are examples of unnecessary and cruel means to an end. Also, Vasir's bombing falls under that category.

That depends. At which point of the FCW are talking about? If its near the end of it the only time the Council races seemed to notice the war was when the Turians actually prepared for Full scale war. It was likely the Turians saw the humans as some pirates or something the first few times. When the Turian commander in the area called for more ships to deal with them they found a new race. To cover up that ****ty mistake they attempted to take over humanity but was defeated not knowing Shanxi wasn't the home world.

Humanity wants to take that role right now. Even so it seems Turians don't see the FCW as war. It was basically a mistake they paid reparations and live for. Not one I condone but I doubt the Turian in charge got a medal for it

Arrival goal: study object Rho, learn where and when the Reapers will arrive, study to see if the object will have indoctrinating effects, blow up the mass relay to slow invasion. Result: Success.

Spectres are just here so the Councils can shift the blame on somebody if a big top missions fail and people start pointing fingers.

Eh, what? Arrival was an Alliance op, not Cerberus, to my knowledge.

You can speculate on Hackett's connection to Cerberus, but it would be just that, speculation.

Actually the Alliance or more Admiral Hackett should take more credit on that. Shepard just blew up the Relay he didn't necessarily research object Rho nor built all those facilities on the asteroid.

Cerberus funding: 15000
Credits found: whatever you found.
Alliance funding: 0

This does not mean the funding didn't come from the Alliance via Cerberus. Shepard was sent in for one reason - Kenson, and to finish the last part by blowing the relay. With Cerberus funding it and Shepard listed as a Cerberus operative, the Alliance and Hackett have "clean" hands.

Shaky reasoning, there. If nothing else, TIM would have recognized the value of taking out that Relay, and figured you earned a bonus in any case.

The Alliance couldn't recognize the mission for political concerns.

Edit: Could just be a typo, as well.

Nothing to speculate, the only connection to Cereberus and hackett on Arrival was him being on the Normandy, a Cerberus vessel.

Just a part of the game, all your money came from Cerberus funding, you even got that screen if you did missions post SM after blowing up the base.

But when you did the dogtag mission you got Alliance funding. Not everything came from Cerberus.

Well, Saren sure ran around doing his thing for about 20 years before he pissed off the wrong people and that was the only reason the Council removed his Spectre status.

I have two primary reasons.

The first is that if I have a political position where I can do good, I'll exercise it. I don't really care what the source is.
The second is that so far, only one Spectre has tried to destroy the galaxy, as compared to the whole of Cerberus apparently being in on that gig.

Only one Cerberus Op I can think of (overlord) presented a galaxy-wide threat.

The asari, turian, salarian (and, after ME1, human) governments.  And, to an extent, the other governments who choose to allow Council agents to operate within their borders.
