A question about enemy level scaling.

So, I read that the game scales enemies to you by setting them to your level when you first enter an area, and that become their set level for the rest of the game based on your level when you first arrived.

My question is, does this mean that visiting an area early to buy a special piece of equipment you want, and then not returning until much later make enemies severely nerfed? I ask because I like to visit Orzammar kind of early to buy good stuff, and then not return until much later as my final treaty to take care of. But I don't want to nerf everything doing that.

Yes, enemies scale. I don't recall areas being locked. To answer your Orzammar: I wouldn't worry about it. If areas do get level locked, it's like the level locking in Skyrim. Each instance/dungeon gets locked, not say the entire dwarven world. ^-*
