There is a difference between 'viable' and 'optimal'. I crunched the numbers, in all cases, for all classes, Colossus armor will ALWAYS provide the highest amount of protection when compared to an equivilant ranking armor.
I came to this conclusion by using the formula: ( H / (1 - 0.01DP) + S
H = Constant to represent health of character (I just went with 100 to make it easy)
DP = Damage Protection
S = Shield strength
The idea is that, unless I COMPLETELY misinterpreted the way the system works, the shield will absorbe the amount of damage listed before health is damage, at which point the armor will absorb %DP of each hit. So if a hit does one damage and the DP is equal to 79 (as is the case with Colossus X armor), only 0.21 damage will actually get through. So with a little math you can ALWAYS calculate the 'superior' armor.
And I don't know about anybody else but that tech/biotic damage statistic always struck me as useless since I've never successfully resisted a tech or biotic attack on any character.
Anyway, point is this: If your equipment system is set up in such a way that the ideal configuration of equipment for every single character is always going to be the same regardless of their individual skillsets or player preferences (unless your preference is to intentionally weaken yourself), then it doesn't really add anything to the RPG aspect.
The upgrade system was fairly well done (though I still contend that your ammo upgrade choices were pretty much 'anti-synthetic' or 'anti-organic', or 'high explosive' if you're using a sniper rifle) and I look forward to seeing its return. But I'm glad to see the end to sifting through a huge list of weapons that all become garbage the second you get your hands on an HMW series weapon.

The tech/biotic statistic was an issue if you played on Insanity. On the really high difficulties, it's almost impossible to resist them, but it is possible.
Honestly, I never used the Colossus armor. I rarely found any of it, and I often prefer armors for looks, so with everybody except Tali actually, I would never use the Colossus armor. Weapons, sure, but they did nothing special with weapons in ME2 for the RPG elements either, so I'm not complaining about the weapons of ME1.
The weapon upgrades, yes, those would almost always end up the same. However, I disagree with the armor upgrades being the same regardless of skill set, depending on the class I always use different upgrades. Ammo modifications, also, I disagree. Anti-synthetic and anti-organic were only 2 out of MANY different ones. Hammerhead/Sledgehammer rounds were amazing, especially with shotguns and snipers. Inferno rounds were good overall, and Toxic/Polonium rounds were AMAZING against Krogan. If you didn't want to switch out all your ammo mods every single fight, or every single enemy in a scenario like the Matriarch Benezia boss fight, it's a good idea to stick with one ammo mod that's good for everything overall.
Personally I preferred high explosives on a shotgun, myself... much more satisfying, and in some cases (again, Benezia fight for example) it's easier to use a close-range for high explosives instead of long-range.
