I choose her as my ally, she supported all the way and has the highest amount of intergalactic power. Shepard would do well as the shadow broker or its right hand.

If I had named every possible alliance of every sort, the list would not fit the title thread...and I am sure I probably would have missed a couple of possibilities.

my shepard was originally loyal to the alliance but since shes now shepard 2.0. her loyalty is mostly to her team, her friends. politics can be something someone else worries about.

My Shepard's her own woman. She's on her own side to get what she wants. And if thwt means just using people and tossing them to the side afterward, that's what she'll do.

She cut the council off at every turn and it's not Cerberus that's going after her, she's going after them with a vengeance for using her.
