It makes no sense, even from a lore perspective, that a pistol would be basically as powerful or more powerful than a rifle.
As for the other weapons, it makes sense to have a tool for each situation, not a bunch of things that are interchangeable.

As for me, I would change the way that protections work so that they do not all protect against all power effects. IE: Shields protect against Biotics, but not Cryo Blast, and armor doesn't protect against Biotics, but does work against Cryo Blast.
