1) It shouldn't happen. There must be a way to keep an eye on AY.
2) I would say the same as what is said when any murder happens: I'm sorry, and the killer is going to be punished.

I see that is a fracking complicated situation. I care for the victims but I don't want to punish a victim for the victims.
Morinth's killing are not okay, and I don't want her to kill anymore. And she shouldn't kill anymore, because I am removing all the reasons for her to kill starting with Samara. I will however have to deal with her, if she won't cooperate and doesn't start to treat people right.

My opinion?
She mindrapes people to gather power to fight the justicars, or whoever it is keeping AY in seclusion. I'm not completely positive on ends justifying the means, but it is what it is, the people are not coming back, and the primary goal is completely approvable.
Also we don't know what kinds of people she mindraped duting those years. Many things suggest that she found not the best and innocent people.
