Joker - ME1.
"Hips, thighs, ankles. My bones were breaking in the womb."
"The bones in my legs never developed properly they're basically hollow."

Joker ME2 -
"What was i meant to do break my arm at them?"
"I think i broke a rib.. Or all of them."

ME1 implies it's only from the waist down. ME2 implies it's a full body condition. Bioware obviously like to be totally clear on the information they put into their dialogue... Sarcasm Sarcasm.

It's best assumed that Joker has a full body condition.

Well, the thing is he mentioned in ME1 that he dosent fly using his legs, he uses his arms (ask about his disease and then ask how he flies it and he should mention it) so they (his arms), we can assume, are completely healthy. Also I'm pretty sure his ribs are normal as well, he simply meant he might have broken them when they crashed on the Collector Base, just like any person might do if they crash with a vessel. So unless Bioware, or anyone else, has anything to say against it or has any other evidence, I'd say its just his legs that are brittle/hollow.

@ Rinaros (and a little off topic): There is a lot of quotes from Mass Effect 2 that could lead people to believe it's a full body condition. I merely wanted to keep my post short.

I can understand, with all the wonky dialogue that flies around in Mass Effect 2, why a lot of people get confused as to how much of his body is affected.. I'm fairly sure we've never heard from Bioware just how big the scale of his condition is, which is why i said it was fair, and even best, to assume it was a full body condition.

Personally i agree with you Rinaros, i believe it's merely his hips and legs affected. With that all set aside though and skimming back to the topic- either way, in Mass Effect 1 he quite clearly states with his crutches and leg braces it's difficult for him to get around..

So there are really only two ways for him to be shuffling around in Mass Effect 2, one of which would be the assumed upgrades that everyone believes he's had. Though they aren't mentioned at any point in game.

The other option is the writers simply didn't care and just wanted Joker walking, so they decided to completely disregard all previous information from Mass Effect 1 and completely rewrite Joker's illness for Mass Effect 2.

So to answer the Original Poster: There's never been anything said about Joker receiving upgrades from Cerberus regarding his legs, and no one ever mentions any possible treatments to improve his mobility. But either he had upgrades that we didn't hear about. Or the writers are idiots. ^_^

Sorry for wall of texting.
