Sadly I pre-ordered this game before launch and I'm just now finding time to play it. I just completed Act II. During that Isabela returned to me, and I refused to hand her over to the Arishok. I didn't see any mention of her leaving again, and at the opening of Act III, she is gone.
Is this normal, or a bug?

You should have access to her once you go talk with her in the hanged man. If she's not there, then its a bug

Normally she's inside the Hanged Man (her usual spot) waiting for you to come chat her up, I think there even is a quest about that (not sure on that part), afterwards you can use her normally again. She did indeed leave for some time after the Arishok fight, but returnes at the start of ActIII (see her codex)
If she isn't there, it could be a bug, but never encountered something like that.

I'm sure talking to Isabela appears in the quest journal along with all the other companion checkins after a time jump.

Thanks. Sure enough she was in the Hanged Man. The map didn't show a quest icon there, and there was no indication she was leaving the party again after coming back. So it seemed odd.
