Okay I just got Wynne to join my group after doing what needed to be done but there doesn't seem to be a tactic to make her use it when someone dies is there no tactic for this? is this a flaw within the game? or was it designed for me to do this when the time comes?

I would classify it as an absence of a useful tactic. As such there's really not much that can be done apart from manually taking control of Wynne. Gameplay-wise it's probably best to use a healer or support mage to dictate the battle, but that's my own preference.

Since Wynne is usually the last one standing in the boss battles(I'm playing through in Hard right now) I usually make sure Wynne is over in the corner casting heals and once everone is dead I take control of her and revive everyone, otherwise she doesn't really revive anyone at all.
