1. Cerberus Network Activated
2. On Mass Effect 2 (XBOX 360) main screen both computer active
3. "New Content Available" selected
4. "Normandy Crash Site" selected

Error message:

The other free and non-free DLCs are also throwing this error message.

If it's a complaint it's best to direct it to EA rather than on the forums.

As I understand it not all dlcs are available in all regions (Japan being another). If this is a similar case, then you should make your request for the availability of the dlcs to EA.
