Apologies. I hope the second part of my post clarified my point, though. Shepard needs people that are outstanding or the best at what they do. Shepard needs people that tackle their foes through second story windows, not people that need a stranger to come and deliver them from a racist volus and pushover CSEC guard.
The "best of the best" thing is really tiresome as far as I'm concerned. This wasn't prevalent in the first game. I don't know why it became a sticking point when the first game didn't have any of it.
My point was that Tali received basic combat training. She wasn't a soldier before she met Shepard. She had tenacity, but that same tenacity could have gotten her killed when she cornered that lone Geth to get at its audio banks.
Keep in mind that with the pilgrimage Quarians are subtley coerced to put themselves in harms way in hopes that they can bring back something worthwhile to the flotilla. Tali's comments about all that and then the reveal about her father support that last statement. These are veritable "wet-behind-the-ears" kids who have a likelihood of going through hell with the reward being they are granted adult status...if they aren't killed first. They're probably just below the level of Jenkins in the first game in regards to combat readiness though I don't think they're different in attitude.
Every Quarian on pilgrimage also has no intention of going back to the flotilla empty-handed or with a poor showing of what they've managed to accomplish. So they would probably spend more time taking another risk or greater risk just to save face. Or they spend more time in general trying to correct mistakes they've made before they continue trying to complete their pilgrimage. The Quarian slave on Illium is a great example of that as well as Kenn on Omega if you don't try to help out his situation.
And going back to the "best of the best" motif, this is one of the reasons why I liked the narrative presented in the first game. We didn't need heros or superheros to get things done. We had regular people (for the most part) doing extraordinary things.
So Tali and any Quarian that brings back anything worthwhile really just gets lucky.
