There some rumor or at least listed in Phaedon's thread that there was to be a Vigilante voiced by Emily Hopkins.

Is that who this is?

Apparently that 'Vigilante' was a motion-capture part played by a stunt actress, not a character voiced by a voice actor - although I haven't actually seen where that was said.

'Vigilante' does sound like the sort of role Bioware would write for. Especially if she'll be picked up on Earth.

Bioware has never said anything in regards to "vigilante", all the info about her came from speculation by the forum that was eventually passed along as truth, the real truth is that vigilante is most likely just the part emily hopkins played in the live action trailer, you can see someone that looks exactly like her in the behind the scenes video

Could it be an alternate for James Vega? Like, if your game file has Ashley, you'll get James Vega as your second human squadmate? And if you have Kaidan, this new chick will be your second human squadmate?

If not, I'll be a little tweaked that I could possibly have 4 human females on my crew (Ashley, Miranda, Jack, this girl).

No, Vega will be there for everyone as will the new female. Why would he be there only if you have Ash? They're both soldiers. If you don't have Kaidan and new female, you don't have a Sentinel squaddie (assuming that the new female will most likely be a Sentinel).
