After the camp dream sequence, I spoke to Levi and got an option to download content.  I downloaded the content and then it wouldn't work.  No matter how many times I spoke to Levi, the quest "!" over his head never went away.  Warden's Keep never appeared on the map. 

It took me hours of trial and error, but I finally got it to work.  Here is everything I did:
1.  Go to the Dragon Age folder and "Cut" the folder called 'Addins'.  "Paste" it somewhere you trust.
2.  Enter the game and load a game before you enter the camp.  The first time I entered the camp was when I left Lothering.  I found the Auto Save when I left that city and loaded it.
3.  I had the dream and then spoke to Levi.  I followed the conversation, and chose the selection for (Download Content).  I then exited the conversation and I received a message for "Quest Updated".
4.  In my quest log was now a "Premium Content" quest advising me to talk to Levi. 
5.  Save the game with a new name and exit the game.
6.  I then went to this forum to this posting:  http://social.biowar.../58/index/81613 and at Section 4.1 are the files for direct download.  Download the Warden's Keep file.
7.  Go to that .zip file and 'Extract'.
8.  Go to the extracted content and locate the 'Addins' folder.  Copy it and paste to the Dragon Age folder.
9.  Restart the game and load the game you saved in step 5 above.
10.  Talk to Levi again.  I chose the option for "Take me to Soldier's Field" or something like that.  Levi disappeared and the quest was in my log.  I went to the map and Warden's Keep was there.
