Just because you're in a bad situation doesn't mean that you won't be held accountable for makeing the worst possible decission of the ones available.

Because that person was dragged to the plain. I'm going to take that person, find those that put him on the plain and make them change their ways, so that in the future it never happens again.

Maybe. The choice would then be to let Morinth go on about her way and continue killing people till someone stops her or to end her right then and there to keep her from harming anymore people.

*chuckle* She was treated like a murderer because the Asari have some experience with Ardat-Yakshi, and know that given their freedom, they become serial murderers. Shockingly, when Morinth had her freedom, she... you guessed it... became a serial murderer. Thus, the Asari plan to put her in seclusion was not needless.
What she had to lose by murder was her freedom and her life. Once she left Asari space (and possibly while in it), no one would ever have found her had she not left a trail of bodies to track her by.
She either became a murderer because she had no choice (in which case pre-emptively locking her up was entirely proper), or she did it by choice, demonstrating that she is a monster, and that she should have been locked up before she got the chance.
