She was only for some time, since she gains power by melding. Not for 400 years was she as strong.

Long and short, excepting accidents and unless under the control of an outside source (i.e., dominated) each person is responsible for their own actions. Nobody mind-controlled Morinth into killing all those people, so the responsibility for their deaths is wholly hers (except possibly for the very first one, if she wasn't aware of her condition at the time).

That she chose to kill them rather than do something she found unpleasant makes it no less her responsibility.
