What will permanent squadmember mean in ME3?

@OP: IMO a permanent squad member means that they will be selectable for all missions, side missions and including exploration throughout at least 95% of the game apart from obvious situations where Shepard is on his/her own e.g. at the trial or escape from Earth.
Add to that that these squad mates won't have a reason to leave the party, story-based or otherwise even if it's temporary. I'm guessing Garrus, Liara and maybe the VS would be good examples here.

CHudson has said (or hinted, or something) that player choice will determine a lot of who 'fills' the squad for much of the game.
It looks like quite a complicated structure. I'm guessing they're just using 'permanent' to mean 'not a cameo' - but revealing too much about who can go where, when and why would probably spoil the plot.
Speculation probably won't do much good, unfortunately - better to just accept that things will be complicated and squadmates will chop and change a lot. It is an ensemble cast, after all, that we've had two games to prepare - not even counting the several new characters planned for ME3.

Remember in ME2 when you hit missions such as Horizon and the Collector Ship where you had to go straight there do not pass go do not collect 200 dollars? Imagine if in ME3 you can go on four 'extra' recruitment missions before being hit with 'the deadline' which forces the main plot progression and means any remaining former squaddies you haven't recruited become 'temporary' or 'cameo' instead of 'permanent'. Then imagine that in another playthrough you pick four different squaddies to be permanent and so on.
Just a thought.

Given what I'd know I'd say Ashley/Kaidan, Liara, garrus, tali, vega, and the new girl will be permanent in that they can be selected for every single mission. Most of the other popular characters will be temporary, or they'll be usable in certain systems/planets only, and the others will just be cameos. And since he said nothing's permanent I have to assume it's possible for every one to die in certain situations.

I can see how it would be complicated:
Assume love interests are permanent, that still leaves the following with various triggers:
Garrus is always with Shepard, because he's a badass friend like that.
Tali: I guess they said she's permanent, but there would be a trigger as to why: Liason with the Migrant Fleet or because she was exiled.
Miranda: Off with Cerberus if the player gave the base to TIM, probably with Shepard otherwise.
Everyone else, I could really see being elsewhere, but could still have triggers:
Jacob: Cerberus or back with the Alliance.
Zaeed: Still chasing Zido or being a goddamn hero somewhere, maybe in charge of the Blue Suns again.
Kasumi: Wherever Jacob is.
Samara: Thessia, most likely. Or still chasing Morinth.
Mordin: Salarian homeworld.
Wrex and Grunt: Tuchanka.
Legion: No idea, back with the geth? With Shepard as a liason?
Thane: Dead or on the hanar homeworld. (Don't hate, he might be dead)
Morinth: Ha! Like she'd stick around.
Jack: No idea. Might stay with Shepard simply because that, historically, has been where all the action is centered around. More likely if Shepard destroyed Pragia.
