Based on certain things they have said I am now inclined to the believe the following; there are the base squaddies, Liara, Garrus, Virmire Survivor, Vega, Tali and then maybe one or two that you choose to be more permanent, whilst others are more limited;
Choice: Jack for example
Limited: Grunt for example
Lord God Hudson said that it would depend on how you play shepard and the choices he makes, well this makes sense then...

Makes me wonder! I guess we'll find out sooner or later. I do continue to ponder how large of a selection Bioware will give us but... if that happens it makes sense.
