The character can be from ME1 or ME2.

I gotta go with Legion. Most of his quotes make me question certain things about life.

But Wrex probably had one of the best quotes... "Anything that isnt constantly challenged becomes weak"

Not sure who I thought was the funniest. That might be Shephard.

Sovereign/Nazarra, hands down. Always gives me the goosebumps when I listen to this dialogue. That is surpreme writing and voice-acting.

Of course the funniest is Shepard.
"You're not alive, not really, you're just a machine, and machines can be broken!"

My favourite Legion line is at the start of his loyalty mission if you say brainwashing is unethical.
"Do not hesitate now. They will kill you because their gods tell you to, they do not share your pity, guilt or remorse" Or something along those lines.

That line made me cringe but laugh at the same time

Definitely Legion.

And Kasumi, who you technically couldn't even SPEAK to.

Legion & Tank grown Krogan.

The most alien minds in the Mass effect universe. Everything else is too human , not that its necessarily a bad thing. But the main appeal of Sci-fi , for me , are alien life forms.

Legion. Legion Legion Legion. Incredibly philosophical, funny without intention. Mordin's a close second.

Wrex, duh. He's like half a ton of armored and gunblazing Sun Tzu.

Mordin, hands down. Because of his performance Michael Beattie has a new fan who will check for his work more often.

Grunt or Wrex, hands down. Krogan are just so upfront and blunt about everything.
I especially liked taking Grunt on Mordin's recruitment mission and having him see all the dead bodies and say something like "Anyone hungry?" and then Jacob says "I'll just pretend I didn't hear that" (or something to that effect).

This too. Best 'Warrior Poet' BioWare ever created and there's a lot of them. Mac, if you're reading this, you're a brilliant sob.

Mordin, Legion, and Wrex have some of the most awesome acting of all time.

I don't know, I really like Mordin's loyalty mission dialog, but I don't particularly care about much of his dialog on the ship...maybe Wrex cause it shows he's not your normal krogan...

Can I say Morrigan? Or Alistair?

I say Wrex hands down, because (at least in the French version of the game) he's got some of the best Chuck Norris lines like:
C-sec: You should be careful about where you put your foots.
Wrex: I put my foots where I wants, and it's often in the face!

I don't know... ME doesn't have a clear winner in this departament as opposed to KoTOR which has HK47.
.
I have a favorite dialogue though: "SIR ISAAC NEWTON IS THE DEADLIEST SON OF A **** IN SPACE"

I think Alistair has some of the best game dialog I've ever seen. Such sarcastic wit. 'Tis wonderful.

garrus no doubt who else could do that many calibrations.j/k

Kasumi says some of the best things in me2 even though you only get 1 or 2 real conversations with her but her comments on the crew are cool

Wrex made me laugh in Mass Effect.
Shepard made me laugh in Mass Effect 2.

Samara's conversations were quite emotionally stirring.

But... I would, personally, say the one with the best dialogue is.... Joker. That might just be my Seth Green crush talking though.
