Legion, Mordin, Wrex, Zaeed, Thane, Sovereign. I suppose.
Those would probably be the top contenders for such a comparison but most everyone else is still vastly above-average compared to the majority of other games. What can I say? Bioware rocks.

But in terms of well written, snappy dialogue, Miranda. Some of her lines are just witty, curt, and badass. Liara's in LotSB was good too.

I think Alistair has some of the best game dialog I've ever seen. Such sarcastic wit. 'Tis wonderful.
The Banter In Dragon Age from what ive seen was awesome.

For me it's Legion hands down. Very interesting and philosophical dialog (which I greatly enjoy irl too).
Also I felt his dialog seemed the most plot relevant, as it revolved mostly around understanding the geth heretics which Shepard spent the whole first game fighting, and giving vital understanding of the reapers.
Not to mention listening to his synthetic voice is like ear sex.

I can't help but think that any character that was written by Chris L'Etoile has great dialogue. These include Legion, Thane, Ashley, and EDI. Other than those, I'd say Mordin, Sovereign and perhaps Kasumi. TIM's dialogue is also interesting at times.

This, I would add Wrex and Saren to this list too, and Kaidan actually, the most down to Earth companion yet..
