hmm, for well rounded personality in the first game for me it'd be tali, and for pure sarcasm and bluntness id say wrex, of all the characters in the first he's probably the one who comes closest to saying anything profound

I can't choose, just about everyone is well written. Although I do think Dragon Age's characters have better lines.

I guess I'd have to say Shepard, Joker, Kaidan, Liara, Ashley, Wrex, Miranda, Samara, or Mordin. Or the Gunnery Chief guy outside of C-Sec.

Heck, Bioware's worst written character is ten times better than several other games' best written characters.

Legion's clearly has the most thought provoking dialogue. Sure, many characters have interesting conversations on views of politics, economics, interspecies relations and such. However, no character has as existential viewpoint on the nature of existence like Legion does. Along with giving the Geth a personality, I found myself sucked into him discussing the nature of souls, the basis of emotions, the questions of individuality and much more. I know where I stand on the matter, but hearing a robot discuss these is just fascinating. 

He also has an awesome anti-drug comment! Quite humorous when you think of it:

As for other characters, I really love Joker's dialogue. Of course he is the "comedic relief" character, but the lines written accompanied with Seth Green's delivery is snappy and well-done. Kasumi has some great conversations, Thane has some nicely insightful theological discussions and there are good lines scattered among each character.

Mordin definitely has some great moments as well. The Gilbert and Sullivan moment is hilarious for sure, but he has some great dialogue moments outside of this. My favorite is the whole conversation when they find the dead female Krogan during his loyalty. His responses and the reveal of his semi-spiritual side are handled very nicely and humanizes what could have just been yet another comedic relief character.

As you can probably guess I prefer dialouge that is thoughtful and demands i consider things from a different perspective. I swear, Shepard only makes the list because at times he/she does get some neat dialoge here and there.

Ashley, Garrus, Tali and Wrex had the best dialogue in ME1, not that any of it was particularly awesome, it was good because it made you really think about life in the ME universe.

In ME2 the award for best dialogue goes to Legion, Mordin and Samara

In ME3 my picks are EDI and Javik.

Overall I would say that Mordin ( ME2 ) and Legion ( ME2 ) have the best dialogue in the whole entire series.

By far Legion possessed the best Dialogue in the trilogy, he had plenty to say and literally everything he said was worth hearing.
Wrex had the most amusing dialogue, not the most interesting though.
I feel like I should note which character's voice acting I liked the best...It's a difficult toss-up between ME2/3 femshep and Anderson across the entire series.

Shepard: Liara? I think she just had a different idea about what Protheans were like.

Javik: We are all a product of our time. Had I been born in this cycle, perhaps I would be the noble scholar she wishes me to be.

Shepard: You think you'd like that? Its a whole different line of work.

Javik: I wouldn't know. Living a life of constant war, taking life in every battle....

Shepard: I see how it could be tough to see outside the box.

Javik: It is the only 'box' I have known. Its shapes me, as stone is shaped by the one who carves it. The stone has no choice in the form it will take. You and I Commander...war is our sculptor, and we are prisoners to its design.
