The point is that there is likely no individuality, and that it would be a form of existance that is completely alien. I don't believe that being linked with a billion humans and knowing their thoughts would actually end in stability and in the end acceptance of their new "plane of existence' as superior to life as an actual human. And if you are assuming one voice in a million is irrelevant, seems like even more reason why at least one person would not find reaperdom preferable. The term 'free will' becomes in-suficient to handle the interactions between entities in a reaper due to the following things:
-They are asumed to be hyper inteligent as well as extremely technologically advanced, so their logic may be uncomprihensible to us (For a comparison, logic evaluations of a 21st century academic would be pretty incompriendible to practically any person in the 15th century).
-There are millions of entities within one reaper, so a singular voice between millions means very little by itself.
-The entities are communicating with each other in a form that is hard for us to grasp; In our terms they would be constantly communicating telepathically with each other, possibly being aware of each others thoughts as well.
It is not unfathomable under these conditions to experience behaviour from the reapers as there have been in the games and lore.
Sure Reapers are hyperadvanced and they might have Reaper logic, but being incorporated into a Reaper is clearly not anything akin to being human any longer and the argument that it would be totally great without any drawbacks doesn't make any sense whatsoever.
I think the whole concept of a subdued race embracing the beliefs of a Reaper if they retain nearly any of their identity or ability to make their own decisions is nonsensical. At least for the races that actually resist them. Which we have reason to believe was probably most if not all of the advanced races.
