I've been to/from Camp and other places, even hit a few random encounters, but so far nothing has changed in the chest.
One thing I did notice, what Mikhail offers you seems to vary based on who in the party initiated the conversation. So if a lower-specced person starts the conversation, he seems to offer lower Tier equipment back. This also works for the items that he naturally stocks, I guess to give you a chance to meet strength requirements by buying a lower Tier item for that character.

Basically been trying out various things myself. Placing only the item(s) I wanted to upgrade in the chest, then going back and forth from keep to camp and back, tried it with different companions in the group, tried to travel around the map and back, and I too had a random encounter in between. Nothing changed.
I can't really recall my initial character having changed tiers in the chest either, wich makes me wonder if it's a bug on the XBOX360/PS3 version of the game, or a bug caused by a certain mod. I have also basically tried the 'level up while things are in the chest and come back' and 'complete major plot quests and return to the chest' as I placed some of those items in there early on wich should be upgradable, being that TWK was the first thing I did more or less out of Lothering. I would love if I could get it as a bonus (bugged or not (but not through editing my game in any state not done officially)) to upgrade for free, but at the moment, it seems the only way I can upgrade in example Warden Commander's set is to sell it to a vendor and buy it back (I like Mikhail since he tends to only have the higher tier items in his store). Luckily I have been pickpocketing basically everyone I can, have picked up everything from more or less every area and made sure I benefit the most I can from quests (as long as I can feel morally correct about the decision) so that I gain alot of vendorable/usable armor and gold. Currently sitting on about 600G, so I can afford it--but I enjoyed reading that it might be possible to do these things for free too, hehe.
As I wrote above, I am starting to think it might be a conflicting mod that in a sense shuffles the items in your Party Storage Chest, or that it is not on the PC platform, or if it happens for some people on the PC with only official stuff applied, that it might be a broken game for them. In a sense, I am glad my chest don't randomly shift stuff up and down on the tiers, so that I can feel more safe that when I storage a higher tier set, that I can come back and collect the same without needing to leave and come back constantly until it's back to the tiers I want, but on the other side, I like getting free stuff, hehe.

Just sell and item, exit the store, then talk to the merchant again, and repeat as needed.
The reason this doesn't work on some items but does on others is that items have a
"material type progression" value. It tells the game what materials you can find the item made out of. Most uniques have a single material type for their progression, so they won't change
but some others are set one of the range of materials values. In those cases, the game will usually change the material to the type matching your level.
Ex: for metal armor you can set the progression to be "all metals" or pick a single type
Juggernaut has silverite for the material and the progression, so the material will never change
But anything that as "all metals" listed can change.
Check in the tool set or the source xls files for the available options.

Sure enough, it did the same for my Warden Commander's Boots, which went from Silverite to Dragonbone. I know certain equipment can be upgraded this way by selling it to a Merchant and buying it back, but it appears this chest does it for free (well not really, I guess you pay for the DLC...).

If only it had unlimited space. I wasn't able to store my junk in there for later after pumping it full of stuff.
