The Illusive Man is willing to drop 4 billion credits to ressurect Shepard, but he didn't bother to foot the bill for some off the shelf cyberware to reinforce Joker's skeleton.. just puttin' that out there.

On the other hand, hobbling through the ship as Joker during the collector incursion was one of the high points of the game.

Shep has no say in the matter, whereas Joker was fully conscious and able to speak his mind.
Given what was known of Cerberus's actions during the course of ME1, would you allow them to knock you out to "upgrade" you?

In ME1 Joker says he has to walk around with crutches so he did get an upgrade.

Cerberus only does things that will further itself or "humanity". Making Joker able to walk does not further its ambitions.

Cerberus does care about humanity, but in a "by all means necessary" method. Look at how the Illusive Man did not hesitate to want to use the Collector Base despite tens of thousands of humans being assimilated there.

Cerberus brought back Shepard not out of charity, but because he is the only one who can succeed against the Reapers.

Volus, They're kinda like Ferrengi with sinus problems.

Early TNG Ferengi sounded like they had sinus problems too, really. Thank heaven for DS9, eh.

Anyway, I thought this thread would be about how little in the way of operational funds they throw at you compared with the easy millions from the first game, in which I was going to point out that after dropping a cool four billion, The Illusive Man simply didn't have that kind of spending power, heh.

As for Joker... well.

no, TIM brought back Shep to one use him as a political tool and two to use him against the Collectors with the goal of Cerberus becoming their replacements and therefore sparing humanity.
