Having a report already in a bosses head before actually knowing about is a sign of a bad leader. They do not know the facts and already think they know. It's bad.
He's convinced that the Normandy is waste of the Alliance resources and has a very limited utility in a battle, especially considering its cost. There of course, he's wrong.
But again, how many Admirals who were later lauded for the leadership ability during the Second World War, thought during the 1930s that the battleship was more important than the carrier?
We haven't really seen enough of the character to truly evaluate his leadership abilities, one way or the other. Just because he's mean to Shepard, doesn't mean he's incompetent.
Personally if he does return (doubtful), I hope it would be doing something heroic or with a reappraisal of the Normandy's abilities. That would be more fun than just having a sort of one note character.
I going to use some of the interviews from the actuall members of the 101st Airborne from Band Of Brothers. Many said that would not follow some of their officers to water because they didn't lead for crap. This is how I feel about this guy.
Proved your point? Apparently you missed this part of my post:
Many Admirals who were later lauded for their leadership abilities during the Second World War, thought that battleships were more important than carriers in the 1930s.
Mikhailovich has a preconceived notion that the construction costs of frigates like the Normandy far outweigh their usefulness in battle. In that, he's just as wrong as those battleship Admirals from the 1930s that assumed that the battleship, and not the carrier, would continue to dominate naval battles. But some of those Admirals later came to see the error in that opinion, and proved to be good fleet commanders during the Second World War.
Just because Mikhailovich was wrong about the Normandy, and horror of horrors..mean to Shepard, doesn't necessarily mean that he'd be a poor fleet commander. All humans err from time to time, including some of the great military commanders in history. We don't see enough of Mikhailovich to truly assess his leadership abilities one way or the other.
Just to be clear however, I'm no Mikhailovich fanboy. He wasn't in the game long enough for me to give him too much thought one way or the other. I'm just playing devil's advocate. He's an easy character to hate since he's introduced while 'chewing out' Shepard about the Normandy and the state of its crew, but that doesn't necessarily make him incompetent.
