 So I'm signing in and launching the Cerberus Network.
When I notice it says new content and the Lair of the Shadow broker and Arrival aren't showing up.

Now I can't use lair of the shadow broker. Even though I own it. Its not listed in the DLC either so I don't know how the hell i'm supposed to fix this.

I started chat with EA and after over an hour of waiting I get told no one can speak to me and it bumps me back 1000 places..

This isn't a complaint at EA but a desperate cry for help all I want to do is play my LotSB DLC on my Xbox and it won't let me :'(

Will need more info before any substantive advice can be given. For example, where are you in the game? (Have you fulfilled the conditions for the LotSB to begin? Same goes for Arrival.)

Have you checked your registered game content to see if they're registered to your account properly?

Have they downloaded correctly?

I'm on Illium after meeting Liara. Figured the LotSB would be available from there.

When I check the My registered game content they show up. However when I check my in game cerberus network they aren't even available to download (Note I've already downloaded them and they are on the Xbox Hardrive.) Don't really know what is going on here.

It should be. Memory tells me that it should be a specific line of dialogue that triggers it. Arrival triggers after Horizon I believe, though it's been a while since I've played it.

Also, check your journal to see if the missions are there as well. If they're available then there should be descriptions for them there.

In the menu for dlcs in the game there should be tick (check) marks denoting that you have purchased and downloaded them. That sounds like what's happened with yours.

In the menu for the DLCs Arrival and LotSB aren't even listed. It doesn't even say they are for sale or anything I don't know what to do... And EA support has just kicked me AGAIN!!!

Not sure what else I can add. You mention that the dlcs aren't showing in the menu though I'm not sure if that's necessary for them to work, hence the suggestions to check in game (which you have not shown any indication of trying).

For the record I will add that with my menu one particular dlc pack is also missing, though it still is on XBox Live marketplace. The game for whatever reason isn't picking that up.

I have having this exact same issue I just downloaded the Arrival DLC and I get a blank message with the press A for ok at the bottom no text. I go to downloadable content, and all content except for Kasumi and Cerberus Network are showing as I do not own them although I do. I redownloaded them and still nothing. They do not work for when I start a new career genesis does not load up.
