When is the best time to start the first game's expansion pack areas?

Dudleyville suggests doing them just before the final confrontation with the end boss of BG1, but I think that once you feel confident about your fighting strength, you can test yourself in Durlag's Tower (collect the quests in Ulgoths Beard first). Unlike the other new areas, this one can be left (for later) at any time. Unless you like reloading of course.

I do them in Chapter 5 (right before going into the city, I do Durlag's Tower) and Chapter 7 (right before returning to the city, I take Mendas' ship to the island).
I can't remember when I first visit Ulgoth's Beard (I think during Chapter 4, as part of normal exploration around the bridge to the city and the zombie farm to its north).

It depends on what you mean by "best," really.
From a game balance point of view, they're meant for a party at or around the original BG1 experience cap of 89,000 - it's not impossible to do them earlier, but they'll be slightly harder for it (but only slightly, IMO, since they're rather liberal with the experience rewards).
From a storyline point of view I'd suggest doing them during chapter 5. Earlier than that, some of the quests won't be even available to you, and your party will probably be a tad weak for the ones that are. Later than that, on the other hand, the TotSC quests will rather conspicuously disrupt the main plot of the game, which I personally find immersion-breaking. Failing chapter 5, I think very early in chapter seven is the next best choice.
Whenever you choose to do them, it's probably best to leave Durlag's Tower for last.
