Wasn't this possible if his rivalry was maxed?  I also did all of his quests but I was never able get his 'Questioning Beliefs" quest after "Alone."  Did I miss something?

Yes, it is possible.

Yes. Like you said though, his rivalry has to be maxed. Maybe you were just five points off or something?

Did you give him the sword of mercy? I seem to recall I had a similar situation on the friendship path and only got the questioning beliefs after giving him the sword, but I could be wrong about that.

If Fenris is at 75% or Higher on your friendship side or your rivalry side, he can be convinced to side with which ever side Hawke sides with. If its less then 100%, he'll need some persuading, but he can and will help ("I thought you were against slavery, fenris?!") if you hit the right dialog option.

If by the time you reach the last quest you haven't got his 100% questioning beliefs, make sure you go give him the sword of mercy (you get it from the previous quest in the warehouse when you're talking to Keran about the mage/templar co-rebellion.) Also make sure you go visit him if he's maxed. Sometimes the quests don't show up in the log

If neither of those things trigger it, then Fenris is bugged. Just make sure you hit the "slavery" option at him when he's all "NO MAGES R BAD I WONT DO THIS". He'll go "....oh, yea I guess you're right. FINE. *big sigh*"

My experience is that with 85 Rivalry he wouldn't side with the Mages, but with 65 Friendship he did.

Ihad this issue with anders,he was on 75 rilvary but still wouldent side with the templers. IF you have legacy take him and get soem rivalry points from that.

Hmm interesting responses. Thanks. I think he turned on me because I told Denarius to take him for the +30 rivalry. I can't blame him for that! No biggie, I'll fix it in another playthrough.

Pretty sure you can get more rivlary by simply telling him to not kill his sister.

By "convinced" I mean you actually have to hit the right dialog option when he's standing there with Meredith. The option is "Slavery" (or some such there in). Hawke will say "I thought you were against slavery! *frowny fase*" and Fenris will say "I've changed my mind. I will fight with my friend."

But he has to be at least past the 65-75% mark.

I'm picking the "Join me" option either way. Which is about slavery if Hawke's diplomatic.

Just changing the number in a save editor doesn't seem to do anything. If I change my friend hawke into a rival hawke, the friend hawke can still recruit him. While the rival hawkes can't even if I turn them into friends.

Maybe it's because my rival hawkes are all magess?

You're going to make me go look it up in the only game where Fenris didn't agree with me, aren't you?

I've never cheated via the console. The knowledge is from a complete playthrough where upon I did not earn Fenris' 100% loyalty. ;p

Once I finish listening to this podcast, I'll go dig around in my saved game files and take some screenshots.

I could never bring myself to spare her on any playthrough.  Next time, I'll swap out Carver for Fenris in Act 1.  Then I'd have him easily maxed by Act 3.

I have been proven wrong. It is indeed just the top wheel option "join us", where upon my Hawke (who was sarcastic) replied, "Is dieing at your side to much to ask?" or some such. I have a screen shot, I'll post it later ;p
