How were they caught off guard? They openly said that the path they were taking the game was going to turn off 'some' fans. Maybe they underestimated that 'some' fans are actually most fans of Origins not liking the game. I'll never forget reading this fun little article

The team can try and pretend that this game did well but in terms of fan reaction and most importantly sales it is clear that this game is a failure. DAO sold 3 million in its first half year and somewhere around 4 million now. The team hoped DA2 would sell 4.5 million as the article I linked tells you... We know that they have only SHIPPED out 2 million copies. That isn't sold 2 million copies that's shipped. That means that after 7 months DA2 probably hasn't even sold half as many copies as DAO did at this time.
Lets recap: The team knowingly changed the game so much that they knew fans of the first would hate it and they did it anyway to try and get a bigger sales figure. They utterly failed, their game if its lucky will sell half as much as the first game. Are the shocked at the reality of what happened? Probably, but they deserved the reality. Now they have something that they never game us in DA2: A Choice.
They can fix their mistake and make a game more like DAO if they don't than they can spend time saying how happy they are that their new game has sold 1 million copies because that's where the road of DA2 will lead them. It is because Bioware has made great games like ME1&2 and DAO that I'm willing to forgive this mistake but only if they fix it in the next game.
