I recently ran into the bug of not being able to start the Justicar mission after finishing the Shadow Broker, and was disappointed that no one gave a clear solution despite the many posts and threads on the topic. Most people gave a response that was essentially "deal with it, and go back and repeat all the missions you just did" which is not a solution at all. I did get some useful clues as to how to resolve this - and THANK YOU to all who posted that - but there was also some misleading instructions, so here are the steps I took that  hopefully may help anyone else facing the same bug.

The bug (and it is a BUG, not how you play the game) is this:  If you do Shadow Broker before Justicar then you have to get the intel on the justicar from Liara's terminal in order to proceed with the mission, instead of talking to Liara. You can select the entry from her terminal but the 'download intel' option does not appear (that's the bug), and this only happens after you have recruited Thane. Therefore, when you 'un-recruit' Thane you can get the intel and continue with the Justicar.  You can do this as follows:

1. In the game, select a squad that does not include Thane and go to Illium, right up to Liara's terminal.
2. Save this game and exit ME2.
3. Download Gibbed's Mass Effect 2 Save Editor from masseffectsaves.com.
4. Run it and open your last saved game.
5. Select the tabs Plot -> Henchmen -> Flags.
6. Note which of the Thane* checkboxes are checked, write it down or screen cap.
7. De-select all of the Thane checkboxes except for 'Thane is revealed'.
8. Save this from the editor with a new saved game name (i.e. increment the number by 1).
9. Run ME2, load the new saved game, and open Liara's terminal.
You will now have the 'download intel' button for Samara, which will then allow you to get a response from talking to Officer Dara.
10. Save a new game right after you get this next Justicar mission step, and exit ME2.
11. Go back into the Gibbed Editor, and go to Plot -> Henchmen -> Flags.
12. Re-select all the Thane check boxes that you de-selected in step 7.
13. Save this as a new game name.
14. Run ME2 and load this new saved game.

At this point you are past the bug and into the Justicar's mission, and Thane is right back where he should be.  I did this with ME2 v1.02 and used Gibbed's Editor Build revision 25 @ 2/9/2010 2:18:56 PM.  Thank you masseffectsaves and thank you Gibbed!

This game is so much fun I don't mind replaying a bit to "fix" it. I just slap myself upside the head when I "screw up" and do things out of of order. To each their own, I guess.

I'm glad you found a solution though. Hopefully it will help those people willing to undertake all that extra work.
