Do you know what it does for a standard BG1 + TOTSC installation with the official patch?
Also does its effects improve as the bard levels up?

here is what it probably does or supposed to do:
#133 (0x085) Spell Effect: Luck Non-Cumulative [133]
Parameter #1: Statistic Modifier
Parameter #2: Irrelevant
Description:
Applies the modifier value specified by the 'Statistic Modifier' field in the style specified by the 'Type' field to the targetted creatures luck. Luck affects the minimum damage caused by a weapon (up to the normal maximum damage of the weapon) and the attack roll modifier (up to a maximum of 20, excluding natural attack roll modifiers, e.g. high STR, invisibility etc) by 'Statistic Modifier' amount. 'Statistic Modifier' also affects the damge rolls of opponents (in feature blocks, not extension headers). The effect sets STATE_LUCK.

That at least gives me more of an idea of when it is most useful to have Garrick using his bard song ability instead of fighting.

Title says it all really - I've recruited Garrick into my group in my current BG run but I can't find any documentation for what his bard song actually does so not sure whether I should have him using this ability or being a backup archer during fights.
The basic BG1 bard song grants a +1 bonus to attack rolls, a +1 bonus to saving throw rolls and a +2 bonus to morale to your party (including pets etc).
