How Do The Templar Know a Child's a Mage?

Bahaha! This made me laugh. Why was it again Bethany/MageHawke wanted to go on the Deep Roads expedition? Oh yes, to escape the templars. Why did they even bother?? Cullen made it quite clear he wouldn't know a mage if they set him on fire when you use magic in total plain site in front of him during Enemies Among Us.

Well the game did have large holes (some consider it a Swiss cheese). I guess take it as something left unfinished, like the open area battle they showed in the trailer Hawke fighting Qunari.

I guess what I'm asking is does it always physically manifest in some way or is there some kind of Blade Runner-esque test that proves if they're a mage or not? I believe Cory (or someone in DA2) could "smell the magic". Is there a sense to thing?
I'm actually really curious about this. And I don't remember this ever really coming up in either game. (Although I say this and there may be some codex entry I've never read which explains how Templars know or not).
I imagine it would show similarly to how mutant powers in X-men. The child will use them accidentally without knowing how. Then eventually will get a hold on it and learn to control it.
But it makes you wonder just how many mages there really are. A lot of them probably never use their powers again once they realize they have them and are never caught.

Well the game

fighting the Arishok is a dramatized version of the end of Act II.
Remember, by the time Hawke fought the Arishok his mageness had already
been discovered by Meredith.
