Frankly, I'm glad that a lot of the LIs don't say it. There are other ways for them to show that they love/care for Shepard than saying it.

Thane says he loves you in his love letter in the dossier on the shadow broker add on ( I think its that add on..correct me if I am wrong about that 
). But they don't need to say I love you, so you know that they do.. just the action,affection, and emotion they give you in the romances. Like Thane,Garrus, Tali..ect. Just from there emotions..there actions towards you.. you can tell they love you deeply and dearly

It doesn't suit a lot of the characters. I'd say maybe less than a handful would have the kind of personalities that would admit it, or feel the need to speak it.
Jack, for instance. I don't imagine her confessing undying love to Shepard, but i imagine her showing him at every turn just how much he matters to her.
