I think Tali, Liara, Thane, Kaidan and perhaps Ashley are the ones I can see doing it. Jacob already has.
With Jack, Miranda, Garrus it'd just be out-of-character.

I agree with this. For instance, I can picture Jack saying something like "I hate you!", but meaning I love you, if you get what I mean because I don't see her being comfortable with saying those particular words at this time. Maybe sometime in the near future for the couple, but not right now.

With Liara it isn't really necessary. If Liara was romanced it is quite obvious that she's in love with Shepard, whether or not she says it.
Personally I'd rather most of the characters don't tell Shepard that they love him/her. If not done right it could quite easily turn that scene into something cringe worthy. None of the romance dialogue should be overly schmaltzy.
Agree, I don't even picture Liara saying I love you, not after her actions in LotSB; so many changes. But I think Shepard could say it in ME3, at some point.
How about an Easter Egg where Shepard tells one of the LIs that he or she loves him/her, and gets a smart alecky "I know" in reply.

Also, I think you actions should dictate whether you get that answer, not just if they are LI or not. If I helped Garrus in ME1, did the Paragon ending for Sidonis in ME2 (which would "change him" for the better), and helped out the best I can with healing mommy Vakarian, then ya, F!Shep deserves it.

I mean, in worst case something like this might happen: Last LM before going through Omega-4-Relay is Miranda's LM. After doing this you just need to talk her some lines - then have her in your bed. Just a couple of hours, maybe days from "He's my commanding officer and I'm loyal since TMI told me to do so" to "Shepard is sexy and I need to blow of steam" - not enough to me for any "I love you" lines.
There is no real development of a romantic relationship. Basically, any of those characters you share your bed with could be "one-nighters". With exception of Garrus & Tali - both could have developed feelings in ME, but never told anyone of them.
There is, however, a chance you might develop these romantic relationships in ME3. I hope so.

I generally thought the post SM dialogue left alot to be desired for all the ME2 romances, would have been nice to be able to either consolidate or walk away from the relationship.

There are those of us who have made FemShep's for Jacob and really like his romance-arc
He has several points in the romance in which he expresses how much it means to him. In the beginning he states that he would like to keep it light. Then after a while he admitts, "you know what get's to me, you". And another fav-line of mine "It's you, it's all you". To finish it of with I love you.
But there is no problem if you don't like him, it's a game and I guess that Jacob-romance-arc just wasn't meant for you. Hmmm.... I hope that all the LI:s get the same kind of attention to the romance that Jacob has gotten, appart from some of the VA of FemShep's part, because there are a lot of things that I like in it and would be happy to see in other romances as well. That Jacob asks about FemShep, how she's doing. That you can get a hug and a kiss from him everytime you go by him after the SM. That's a little more fun than Garrus saying that he remembered what you talked about and I wish that the rest of them had gotten a scene like that. Liara also when my Shepard went by her after LotSB. The long gradual build-up of the romance, it's done over some 3-4 conversations. Wish that Garrus could have gotten that as well, so there are many things that I think that they did right with his romance.
Hmmm.... as far as him wanting to take it slow in the beginning. He already had a ex on the Normandy, Miranda. He also has Kasumi looking at him, and FemShep. For a guy that doesn't want drama there is every possibility of drama in that situation. If it doesn't work out with FemShep he would be working with two ex:es on the same ship, both of them above him in rank, how many of your exes would you like to work with at the same time, lol. I don't really blame him for wanting to take it slow in the beginning. But I think that it makes it all the sweeter when he really does falls in love =)
And just because I'm such a sucker for romance =)

That's one interpretation, but it's not one I agree with. Jacob isn't the type to rush into things. His romance is a minefield of rejections. He can friend-zone you if you're not careful. This is basically the opposite of other squadmates, who will jump your bones if you're not careful.
He even says he'd rather not "one-night" the commander.

What I love is my running-joke of a romance with my Troll femshep's Liaramance. ME1, I simply state that "There's some attraction between us" and she's like "I knew it!" For the rest of the way I show no affection and pretty much treat her like crap, but she's still all over me. I'm even cheating with Kelly rofl.
