True, to a point, BUT.......
1) This is a user forum, and all such issues would be between either the seller or EA, which would be contacted over at EA.com.
2) Now the issue with authrozations is a game wide issue for Ultimate edditions, BUT there is a Beta patch available to fix it. Also game issues greatly depend on the machine you are running it on, as such so far I have been EXTREMELY lucky with my games in NOT having most issues I have seen here. Even updated from winXP to wn7 without issue......yes, I thank my lucky stars too. If it was on the Xbox, or PS3, I would have to say the producer has more responsiblity but for PCs it is hard to design a game that will work on EVERY possible combination of systems.

And if you purchase a product should you have to spend ages building it? Or setting it up? Sometimes life just works that way. You need to engage your brain to get things working.
Unfortunately when it comes to video games more often than not it's a problem with the user being an incapable dimwit rarther than the game itself. In this case there is a patch available which will save you the trouble of all of two minutes to solve the issue. Unfortunately some people don't want to learn how to use a computer so it might take them a lot longer to do it manually.
As far as refunds go you are only able to claim a refund if the product itself does not work. And then you'll want to claim a refund from who you bought it from. If the OP wants to do that they can instead of coming on here demanding money. I imagine they won't refund them though since the game isn't broken.

In fairness to the OP - the DLC not authorising does kinda break the UE version of the game since you can't access content you've paid for, I agree venting about it here isn't the most constructive way to handle the problem, but it is a valid complaint.

If the digital download is non-steam you can try to install the 1.05 Beta Patch which does fix DLC issues, BUT may cause another issue that slows the game down to the point of being nigh on unplayable. If you don't want to try this (and I don't blame you if you don't want to faff about with the game), then as others have said a (polite - trust me on this, it's always the better route) request for a refund needs to be made; first with the service the game was purchased from and if that doesn't work then EA.
As others have said, this is a player forum, the best we can do is point you to threads with possible fixes - for anything else you need to go the official route.

What, the patch that trades one problem for another? Is not even a release version, having been "beta" for how long now? Correct: the original complaint is in the wrong place. An angry customer.
