I am operating on a Windows 7 computer and my DA2 is a digital download via the Origin launcher.
I do not believe the problem is with my computer, but I may be wrong.
So here it is. I downloaded DA2 and started playing it. Everything worked fine. I got to play and nothing was wrong with conversations, combat or anything like that. Then, however, I wanted to get off for the night. I was at Gamlen's house and pressed "Esc" so I could save, however, the save, and load, options were grayed out. I was peeved, of course, but I closed out and restarted the next day, only to encounter the same problem: I could not save.
On a side note, I notice that while I play there is a symbol to the right of the screen that is always there. I'm not sure what it symbolizes, but it is in fact always there. It never goes away.
Not being able to save is very inconvenient, but does not stop me from... restarting.. every time... unless I choose to leave the game open over night, which, as many understand, is not good for any computer.

Since most of my own PCs spent their lives running 24/7 the past 35 years, I dispute your assertion there. Meanwhile, if you object to reading the text-only guide to reporting problems, you can adapt either Pacifien's equivalent guide in the ME-2 PC Tech Forum, or Raen Imrahl's guide in the DAO PC Tech Forum. Both of those are nicely decorated with pretty graphics.

Have you moved the documents folder in your user account to a different location or changed anything related to how your system saves files directed there??

I don't know how to change how my system saves, so no, I haven't, on either account.

Is the account you are using to play an administrator account?? Plus try to run the game as administrator as well.
If this doesn't fix, we will need the machine and game specs asked for by Gorath Alpha above.

Not sure what it was, but I downloaded to 1.03 patch and now I can save.
