i killed an enemy behind a lootable tomb and i cant figure out how to pick up the items

They're in the tomb now.

Sometimes it helps to push the Tab button, so the loot is illuminated, and then immediately click the bluestuff so your PC or NPC runs over to it. But there are times when you are just out of luck. And H_T's solution is also worth trying.

Is it acceptable to ctrl-Y a pesky commoner when they're standing over loot and they don't have the courtesy to move even after 16 hours of resting?

What is the decay time for items on the ground anyway?

If you're in the same area, they will not disappear. If you leave, it's a random time but not longer than 2 days, IIRC.
