The japanese are always a bit... I don't want to say racist, but they definitely assume things about foreigners at a much higher rate than other countries. As much as they touch the world and absorb other cultures, they really don't seem to want actual foreigners in the country. If you go to japan the staring can get pretty intense if you move away from the shops catering toward foreigners. (tourist areas)
In any case Bishoujo actually isn't very defined. Bishoujo at its most basic... Mmm how to describe it... Fanservice toward men. That's a pretty generic description, but its the truth. Bishoujo concept will take a girl (no older than 25, if older then they don't look it) then make her beautiful. Once again, a generic description, but that is bishoujo.
Hm. Well Bishoujo is fanservice focusing on beautiful girls, but it doesn't focus too much on "sexy", that would make it Echii. If this was an anime series, their would also be no guys. Bishoujo is all about the girl, men (and older women) will make few to no appearences.
... This is difficult to describe withou going in depth on japanese styles and genre's. Well in short the liara figure might be "bishoujo" but that doesn't say anything about its quality. I will have to grab some examples.

Actually you are only half right. Japan does put a lot of big breasted women in their media. However why they have a big breasted girl changes with what show you are in.
A large breasted women in rurouni kenshin has a different for being big breasted than a character in say... Saki. One is an anime set in fuedal japan and follows the adventures of a famous samurai, the other is a bishoujo anime based around the game Mahjong. One is serious, the other is about fanservice.
Big breasted women in japan, when not used for echii reasons is usually to represent "stamina, and strength." Remeber Tifa from FF7? That is why she had big breasts. It plays into her brawler character.

Are you sure you're not over analyzing things? I'm pretty sure for most men it's always just basically boiled down to "Durr, boobies! Duh, me likey! Moar bigger gud!".
At least that's the impression most men have given off to me in my 3+ decades on this planet.
