rws_tower hak question

When i posted it to a play tester the rooms did not show up in the mod. My playtester then associated the 2da.hak to the mod and it worked file.
As per instructions I have the 2da's in my overide.
The instructions on the vault page say that a player does not need the 2da hak.
Sooo ...
1. Should the mod run without the 2da hak. I am thinking not.
2. If it needs the hak is it more efficient to move the 2da files to the campaign folder or keep the hak.
3.Am I being a numpty, should I have somehow blended the 2da files into my mod 2da files and put that mofied 2da into the campaign folder.
I'm a little confused it has to be said.

1> rws_towertiles.2da - place this file in your "C:\\Documents and Settings\\YOUR_LOGIN_NAME\\My Documents\\Neverwinter Nights 2\\hak" folder
2> rws_towertiles_2da.hak - to be used by players - place in your "C:\\Documents and Settings\\YOUR_LOGIN_NAME\\My Documents\\Neverwinter Nights 2\\hak" folder - this hak is primarily for the PW crowd who needs the 2da's outside the main hak.
3> tiles.2da and tilesets.2da - for builders/mod makers only - place these files in your "C:\\Documents and Settings\\YOUR_LOGIN_NAME\\My Documents\\Neverwinter Nights 2\\override" folder
4> RDRM.bmp, STR1.bmp & TTTT.bmp - place these three files in your "C:\\Program Files\\Atari\\Neverwinter Nights 2\\NWN2Toolset\\Tiles" folder
the .hak the player needs is rws_towertiles_2da.hak. The files the builder needs are tiles.2da and tilesets.2da. I can see how this is confusing. The difference, I think, is that the player does not need the .2da files that add the icons and the tilesets to the toolset, but I think there are .2da files that the player needs for the tilesets for playing. Not 100% sure though. It's been awhile since I've messed with tilesets.
