I have seen the artwork for Ashley, and heard bioware say they were going to change it but my question is is the red and white one her new outfit, or was that her old loyalty armor and she actualy be getting heavy armor?

From what I've heard, Ashley will be wearing the same blue armor Kaidan is wearing in a screenshot we saw of him, Liara and Shepard.

The red and white one you speak of is her alternate appearance armor, at least I think that's the one you're talking about.

I've heard each armor set comes as a default color, but you can customize the colors again. Found that out in the last ME3 info drop

based on the color of her alt. appearance casual outfit, she might have Phoenix Armor if you have the Alt. Appearance Pack that comes with the Collector's Edition

As far as I know she will still have the outfit that we have seen in videos and screenshots, but their will be a full armor for her like Kaidan's armor that she can have also. Best way to handle it in my opinion because some people want armor for her while some want the new outfit.

The phoenix armor with the gold visor down halfway is Ashley's "look" to me.  It's sexy-badass all in one.  I for one will be mildly disappointed if they don't at least give that as an option for one of her armors.

Eh, it was ugly, but I'd take it over no armor at all.  Which, it sounds like, I won't have to.

But even in ME2, the phoenix armor with the dark pink, nearly red was a definite improvement.

in me1 everyone had armor, even if it was just light armor. me2, "i don't want to wear armor that could protect me and prevent my death, I want to go into battle with my boobs bouncing about!"

its impractical for anybody, on top of that its ooc for ashley. i appreciate the new outfit as it gives her a new look, and I could see her wearing it aboard the normandy. When its time to go on missions however, I for one will be having her wearing armor like a sensible person. as for the pheonix armor the more options the better, i'll chose between pheonix and the new blue armor after i've had a better look at them both and can decide which one I like better.

Maybe it depends on the montior?  It still looked Barbie pink on mine.

A casual outfit and a full combat suit is a nice compromise between the "any armor you want" approach in ME1 and "casual suits always, even in combat" from ME2. I'll be fine with Ashley's new look as long as she gets sensible (read: with helmet and no high-heels) armor alternate outfit.

If not, she'll have the dubious honor of wearing less armor than Miranda into combat (as of Alt. Appearance Pack 2) MIRANDA.

I like the Phoenix armor (STONE HIM) and the Kaidan shot so let her wear whatever she wants.

^Lol, I gave everybody phoenix/liberator/explorer armours in ME1. What can I say, I like the "white with colours" design.
