My conclusion logically follows from your premise. If being in power / wanting to dominate is sickness, then the Council species are fully tainted. The three dominant alien speices have been ruling the galaxy with an iron hand for many hundred years, molding and using the "lesser species" the way they deem convenient to benefit themselves.
You want to chop off Cerberus before it infects the entire humanity and the galaxy with its ideas of human survival, advancement, and dominance. The Council species, on the other hand, are already dominant. They believe they have the right to decide the fate of the species of the galaxy, the way it's best for themselves. It's not just a single rebellious asari faction - every single asari believes that they should be in charge, and that them ordering the other species around is the natural way of things. Hence, it logically follows that they're beyond salvation.
As for the govenments...If being a govenment justifies any atrocity, then all Cerberus needs to do is to come to power. Then they can declare their own laws, call their agents Spectres, and the galaxy will accept it as natural. Since govenments can't be a sickness and everything. Human revolution can only be called such if it fails, after all - otherwise, it's just human-dominated Council.

My Shep knows that Joker, Chakwas and Liara will always have her back, and if one of them betrayed her, she'd pretty much fold up and Heroic BSOD.
Conditionally Trusted. Shep knows these people have her back under most circumstances, but also knows that there are conditions under which she might be forced into conflict with them.EDI, Garrus, Tali, Legion, Grunt, Wrex
EDI is not on the fully list because my Shep can't help but worry that Cerberus left a back door in her code.
Garrus is not on the fully trusted list because as much as my Shep thinks of Garrus as a Brother, she also remembers that Garrus's family is on Palaven, and knows that she may lose his loyalty if it comes to a choice between the Turian Homeworld as someone else.
Tali... Boy, my Shep is conflicted on this one. Loves Tali like a little sister, but knows Tali has a huge cultural blindspot where the Geth are concerned, and if it comes to it, much as it would tear her up, she will not let the Quarians destroy the True Geth.
Legion... Shep trusts Legion, but she worries about what will happen if Legion regions the Geth collective. Alone, outside the veil, Legion has developed an individual personality. She's afraid that will be destroyed when Legion goes back to the rest of the Geth. She also realizes that Legion will prioritize Geth survival above all.
Wrex is one of my Shep's dearest friends, but she remembers what nearly happened on Virmire, and understands that if push came to shove, Wrex would chose his people over her. She doesn't blame him for it. In fact, she admires him for it.
Grunt is my Sheps adopted son. But, well, he's a Krogan, and she fully expects him to one day challenge her for leadership. She also believes that, like Wrex, he will put the survival of the Krogan above her, and like Wrex, she admires him for that.
Trust, but verify. Shepard would like to trust these people, but will always doubt check, because their motivations are either uncertain, or likely to come into conflict with hers.
Mordin, Samara, Kasumi, Miranda
Mordin. My Shep has a fundamental disagreement with Mordin on ethical issues. She likes the guy a lot, and understands him, but she views the Genophage as one of the worst crimes in history, and wants to see it cured.
Samara. The Code is way to ridgid for my Shep to ever fully trust Samara. My Shep doesn't live in a Black and White universe. Way to many shades of gray. She admires Samara's dedication to her duty, but she also has about a dozen different contingency plans for putting Samara down if it comes to it.
Kasumi. My Shep knows there is no way in the universe she should ever trust Kasumi, but she does anyway. She has to actively force herself to be on guard, because she really wants to Spend a lot of her time with Kasumi, playing pranks, doing girl talk, and just generally having fun. Is she thought she could talk Liara into it, my Shep would retire after the reapers, and the three of them could become the terror of pompus politicians everywhere. Do something stupid, and they break into your house and humiliate you in a horribly public, carrier destroying way. Sort of like Robin Hood, only with more jokes.
Miranda. My Shep likes Miranda, but girl's head is so screwed up, Shep can't completely trust her. Besides, Oriana is to big a lever.
Untrusted, but not Actively Distrusted: My Shep doesn't trust them but doesn't think they're actively looking for a reason to put a knife in her back.
Thane. Doesn't actually like Thane. She's tried, but she can't get past his absolute refusal to accept responsibility for his actions. Considers him a moral coward.
Zaeed. Likes him, but knows he'd put a bullet in her head for the right price. Also knows it wouldn't be personal.
Jacob. The man's loyalties change more often than his uniform. The man's heart is in the right place, but he has no conviction.
Actively Distrusted:
Ashley Williams. Seriously, after everything they went through together, she pulls that crap on Horizon?
David Anderson. Um, yeah. "Not while I'm working for Cerberus." He's better than Udina, but he's still got his head to far up his rear, and is to invested in what's "good for the Alliance." Man can not see the bigger picture.
Hackett. My Shep has cleaned up WAY to many of Hackett's dirty little secrets to ever trust the man. Darius. Hanibal. Kenson. Nuclear tips robot probes. She's also sure she's saved the lives of people Hackett would have been happier to see dead, like the members of a certain Biotic Commune.
Aria. No explination needed.
Actively Distructed and Considers an Active Threat:
The Alliance Brass in general.
Admiral Mikhailovich. Short sited, idiotic little Human First Bigot. Not sure if he's a Terra Firma Member or a Cerberus Partisan, but she expects to have to shoot the man at some point, because he's going to get in the way of a critical choice. Also, still hasn't forgotten the "Do you still know what color your blood is" comment. Also he dissed Liara, Garrus and Wrex.
The Council. She saved them. Boy does she regret it. Not saving the 10,000 lives onboard Destiny Ascension, but she really wishes she could have let the council and the ship itself burn, on the off chance the Asari, Salarians and Turians would appoint people who aren't idiots. Would dearly love to shoot them and put Garrus, Matriarch Aethyta, and Mordin in their place, then add Calyn (The Elcor Ambassador), a Volus, a Krogan of Wrex's choosing, Legion and Admiral Zaal'Koris vas Qwin'Qwib to the Council.
The Quarian Admiralty. Of all of them, she respects Zaal'Koris the most. She doesn't like him but she agrees with him that the Quarians wronged the Geth. She thinks the others are idiots for seeking a war they can't hope to win. She pretty much actively hates Shala'Raan for not warning Tali about her father's death, and considers Admiral Daro'Xen to be one of the most dangerous people in the galaxy.
Any Spectre who happens to be breathing. She's met three Spectres. The only one of then who didn't try to kill her was the one who was shot in the back by another Spectre. She's seriously considering a "Nuke from Orbit First" policy.
The Illusive Man. She's pretty sure he's ticked off about her stealing his shiney new 240+ Billion Credit Frigate (yeah, it cost that much. Remember, the Eezp for the drive core for the SR1 cost a 120 Billion Credits, and the SR2 is twice as massive, so it needs twice the Eezo in the core), not to mention the collector base.

There is no organisations which can be trusted, actually. Political reasons interfere with their duties. And only justicars have pure reasons. Which only make them unreliable too. Such irony.

Trusted characters: Tali & Garrus for having your back even if you're with Cerberus ... basically they were willing to listen to you and give you a chance. I think that I could probably include Wrex in the group.
