Is there a chat window for Mass effect 1 for the pc? If so how do I get it to come up when playing??

No, there isnt a chat window, as such.
There is the dialogue wheel where you chose your responses which shows up whenever you need to speak, and there are also subtitles which you can enable via the options menu.

You use the use key to interact with everything, including people.
