 Didn't think possible because I thought all romance options were possible after loyalty missions, and it would be awkward as hell to bang her, then she gives you the cold shoulder, only to talk to you again to so you can help her with her loyalty mission.

Anyways this is what my path was
New Game
-Getting Jack was my second mission
-Willingly gave her the files.
--Upgraded her Bio-Amp immediately
-Took Jack+Miranda to get Grunt
-Took Jack+Grunt to get Garrus
--Sidequest became Patriarch's Krannt(don't know if that matters, maybe because of the violence?)
--Trusted Jack with Garrus while Grunt and I sealed off the basement.

Before going to Horizon I went to speak to her. She went on about her tattoos and propositioned me. Only talked to her three times. Said No, because I'm doing a Paragon Butcher of Torfan who's loyal to Liara. Now my questions are-

Is this a bug? Because once again I thought all romance options were after loyalty missions.

Did anyone else have this happen to them?

If this did happen to someone else, and they had their fun,  how would the conversations change since she would still ask for your help for her Loyalty Mission?

The cargo hold quickie is available any time during the game, as long as you speak to her the 3 times.
She will still ask for help, and still give you the run down after her LM, but you wont get much out of her apart from that.
