 [WARNING: CHEATS/SPOILERS BELOW]

------------------------------------------------------------------------------------------------------------------------------------------------------
If you want a New Game+ to get to level 60 for the import, there IS a really fast way to do it with console cheats.
  • Enable Console (See http://masseffect.wi.../wiki/PC_Cheats for details).
  • Start a brand new game.
  • Give yourself a Super Gun (type   "givesupergun" in console) for quick boss kills.
  • Give yourself 1000000 XP to get to level 50 for easier boss fights (type "givexp 1000000" in console)
  • OPTIONAL:Get Super Armor (type "givesuperarmor")
  • Teleport to the final part of the game, to the Citadel Tower when Saren is attacking (type "at bioa_sta00 start_sta70_01")
  • Get Super Speed to charge through the level (type "superspeed" in console)
  • Run through the level and get to the hatch, then kill Saren once/twice.
  • Ta-da! You now have a valid game complete.
Since the only things that carry over are your inventory, level and stats, it is irrelevant that you did not complete 99% of the game. After starting a NG+, add another 1000000 xp to get to level 60 and get other attributes like morality/gold/items and complete the game normally or by console hacking from there. The second game complete can then be imported to ME2 for maximum import bonuses and desired decisions.

Edits for clarity and improved gear.

"GiveSuperGun" is better than the Mako Cannon. 25000 damage per shot, you can do quick boss kills at level 1.

Besides, you can just use the console commands to grant yourself the acheivements to open up level 60. Not to mention the import bonuses for level 60 are negligable compared to level 50, so why bother?

Actually, enabling that achievement does nothing. You actually have to complete the game once to unlock level 60. And the import bonuses are 20000 credits, 5000 resources and 2 levels more for level 60 compared to 50.

Gibbed's save editor is a better tool, that way you can get all the resources you need, and dont have to do any planet scanning at all, whereas the extra 5000 from level 60 means you just dont have to scan for eezo.

I also tend to reset my level back to 1, just so I dont hit the level 30 peak too early in the game.

Why is that?

Prior to the multitudes of DLC that came out, I preferred to hit level 30 just before going off on the Suicide Mission. It gave a greater sense of timing and being fully prepared to take on what was on the other side of the O4 relay.
Now, being able to max out your level well before the SM (even without doing side quests), it takes away that feeling of the timing being right. Dealing with peoples parental/offspring issues when you're max level, and the fate of the galaxy is at stake, feels somewhat contrived.

I'm pretty sure you need to level jump to Virmire first and play that through, then jump to the endgame. If your savegame has no flag for who survived, the intro to ME2 won't know who runs up to you in Phoenix armor to tell you Joker's being an insubordinate idiot, and doesn't load properly. I've crashed ME2 this way before while trying to test facecodes.

Really if you're on the PC and your only concern is the ME2 resource bonuses, Bogsnot is absolutely right, Gibbed is by far the simpler and better option.

Thats the thing. It doesnt matter what you do in the first game because the decisions dont carry over. Skip everything, finish the game and use that game complete for New Game +. Then you can do all the missions properly, since none of them transfer to New Game +.

I was cautioning more against this line in the OP:

After starting a NG+, add another 1000000 xp to get to level 60 and get other attributes like morality/gold/items and complete the game normally or by console hacking from there. The second game complete can then be imported to ME2 for maximum import bonuses and desired decisions.

I tried doing this but it didn't work when I teleport to the spot and go down, all I get is meeting with garrus and talking about saren :/

I really want to get this to work, already played through both games but I lost all my saves and I wish to max it out this time, and don't want to waste to much time, I mean I got BF3 to play too! But I love RPG's :]

I'm bumping this b/c I'm having the same issue as CrimReaperX... Would love to play through the ME series again but don't want to bother with 2 play throughs on the same character.

Edit:
Use "at bioa_end00 start_end80_00" instead of what the OP suggests,
