I have been to several areas in Shadows of Amn that are outside of Athkatla, but given the size of the overall map and how many areas there were in BG1, it seems like there should be many more areas to explore. 

I know about:

1.) Trademeet
2.) Umar Hills
3.) Temple Ruins
4.) Windspear Hills
5.) Underdark Exit
6.) Suldanessalar
7.) the three small forest levels (I forget the names) that are revealed after talking to Elhan at the Underdark Exit
8.) Brynnlaw
9.) The Asylum
10.) The Underdark
11.) The Underwater City
12.) The Druid Grove

Are there any other maps I can explore that are outside of Athkatla?  There is a huge empty space on the map between Athkatla and the Temple Ruins, basically the whole northern section of the map, so it seems like there should be more there.  If there are more places to explore, how do I access them?

The locations you've listed are all that will appear on the world map (well, Watcher's Keep should show up if you have ToB installed, which you really should if you don't).

The focus on exploration was removed, I'm sure in favor of the better, stronger plot.

In BG1 you were so weak that even the travel to a new place was likely to kill you, so the developers had to have you experience the entire way. If you had to fight for your life as often on the road in BG2 (where the group is a lot more powerful) then if you were a peasant in Amn you wouldn't be just stupid - as is the case now - but "omae wa mou shindeiru".

The de'Arnise keep is also outside of Athkatla, but it is only accessible by accepting Nalia's quest in the Copper Coronet. I believe it is in the middle of that "huge empty space" you're seeing on the map.

The de'Arnise keep is so far from Athkatla that Nalia's "sneaking out of the castle" must've last a couple of weeks at the very least. Naive young woman is naive.
