credit fo Marshall from chat for figuring this out.

Symptom: you see this error message when loading your module/campaign in the toolset. The module loads, and there doesn't seem to be any visible effect other than the message, which you may see numerous times while loading.

Cause: invalid *.utc files (used in creature blueprints) can cause this. I havn't worked out the exact reason why a utc might be invalid yet. References in the blueprint to classes, skills, feats etc you are not using is my guess. In my case I got invalid .utc files when I imported some prefab areas that were released from a module. The builder had apparently left a few .utcs in there.

Solution: First, you need to work in folder format so you can see the individual files. Back up the *.utc files from your module/campaign. Then remove them from your module/campaign folder. It's possible to have utc files that do not correspond to creatures you have in your module/campaign, these will all be invalid (I had .utc files for duergar, without having duergar blueprints in the toolset for instance). Once you remove these obviously invalid .utc files, it's trial and error.
