Sorry for the wall of text, but I've got very little free time and still managed to sink hours into searching FAQs for a solution to my problem. Right now I'm not sure whether I should purchase new content because I don't know if I could get it working, and the content that I have payed for is no longer available to me (I can't access DLC, and I can't load any of my save files either). I find people usually don't like it when someone asks for help but doesn't explain their problem, so I've tried to provide a very detailed account of my conundrum.
Here's the deal, I played DA:O half to death when it first came out. Pre-ordered the deluxe edition on Steam, installed it to an external HD, and loved every minute.
I decided to come back to the game this weekend (I'm in a very busy graduate program and have almost no free time, but finals just finished for this course block and I have a few free days where I won't study nonstop this weekend).
However, I had deleted some DLC to make room on my hard drive for something else a few weeks ago (incredibly bad timing, I know). When I tried to download it again, the game asked me to purchase The Stone Prisoner and Warden's Keep (I already own these). I double-checked my registrations and I am entitled to the content on my Bioware account. Witch Hunt and other DLCs I don't own did not even show up as available for purchase. I read the FAQs, but running DAupdater, the file in "redist," and "services" did nothing for me.
For some reason the services.msc thing listed the path to the Dragon Age services files as beginning with f:/ instead of G:/ and I couldn't manually change it. I got a path error (#3) whenever I tried to run the service manually. No fix when I changed it to automatic and restarted either.
So I copied my characters folder to preserve my saves, then deleted all of my dragon age content from both my local HD and my steam folders on the external HD. I reinstalled DA:O and tried restarting a few times and logging out of and into my Bioware account in the game. Manual installs of my missing DLC and running the services.msc updater (even on automatic with a restart) did not help, as the game still says my DLC is unauthorized even when it is installed.
One more clue that might help us unravel the mystery: Now I do no even have the OPTION to purchase DLC. When I go to "available content" and press "update" the spinning wheel flashes for less than half a second, and nothing shows up. It's like the game isn't even connecting to the servers anymore to detect what DLC is out there for Dragon Age (even though I CAN log in to my Bioware Account).
So I don't know what to do.
I'd like to play Awakening and Witch Hunt (and I guess there's a Golem DLC as well, and Return to Ostagar?) Because of the Ultimate Edition Price, it actually seems like it would be a lot cheaper to buy the UE than to purchase Awakening for $20 and then all the DLC I don't have separately. The UE says it comes with all content packs, and I think that includes Awakening, Return to Ostagar, Witch Hunt, and whatever the Golem quest thing is.
HOWEVER: It seems like the UE is causing all kinds of problems, especially for Steam users, and especially with DLC (which is the only reason I would purchase the UE).
Should I purchase the UE, and try to make DLC work on there? Does anyone know why my DLC won't show up, even as available for purchase, in my current install? I'm worried that if I buy the UE I won't be able to get that running either, especially since the services.msc appears to have a pathing problem that I can't fix manually, and so that fix doesn't work.
I am running:
Windows XP
2GB of Ram
2GHz Intel Core 2 Duo.
Memory card is a NVidia 8600M GT updated with Dox drivers for laptops.
Only have about 6Gb of free space on my HD, so all my steam content is installed in an external HD. This worked fine for my first playthrough of DA:O, and I was able to get The Stone Prisoner and Warden's Keep working without a fuss when I first played through the game.
Postscript:
I only have a few free days, and if I can't find a fix to this issue this weekend I probably won't purchase this content or get to play it. So I know it's an unrealistic and unfair expectation to the community, but if anyone can help I hope I can get this fixed sooner rather than later.
As for Bioware and Steam (because this isn't ONLY Steam's problem), I don't think it's unrealistic for a customer to expect purchased content to function, at least at a minimal level. As I've searched FAQs, I've seen some employees and moderators be helpful, and others be supremely unhelpful and even patronizing. I can't think of anywhere else where that kind of customer service would fly. I kind of feel like you got your money out of me for the Deluxe Edition, and now that you've got that, whether my content actually functions is of little concern to you. I'd love to buy the UE, and if that works, then DA2 as well, maybe around Christmas when I'd have time to play it. Right now, I'm too worried that I'll pay full price for my content up front, spend hours trying to get it to work (which 'costs' me even more than the money to buy the content), and then ultimately have to give up because it just won't function. I've read too many stories in this subforum alone about EA support to even want to go there, so please don't tell me to go to support.ea.com.
Want to play newer DLC, old not showing up, and should I just buy UE??

Unauthorized means for whatever reason you aren't connecting with the account. Being steam, it SHOULD be updated to 1.04, but you may want to check the config program to make sure. 2nd thing to check is make sure you are using the correct email and password for the account you have the dlc on, and make sure you don't have any special characters in the password. 3rd thing to check is firewall/antivirus programs and make sure they aren't doing something stupid. 4th thing is when you are logged in and go to the online dlc page, there should be a button in the lower left to take you too your page here, make sure it works and it takes you to the correct account.

1: I forgot to mention that yes, I checked yesterday and my version is 1.04
I actually kind of wish I could go back to an earlier "patch," when I could still play any of the game.
2: Yes. I think I mentioned being able to access this online profile from the game in the above paragraphs, but just to quadruple check (since I did this at least 3 times last night), I went on and confirmed it again just now. It is the correct account. It takes me right to this account, where I have a stack of achievements registered courtesy my latest playthrough.
3. I think I also forgot to mention this, I did try accessing the DLC last night several times with ZoneAlarm disabled. No dice. And that's never been a problem in the past.
4. Again, I thought I mentioned confirming that I was on the correct account, but I know I wrote a ton so it was probably easy to skim over. Yes, my EA account and Bioware Social Account are both under ************@gmail.com, that is where I am linked when I follow the in-game link to my EA account OR follow the other link to my Bioware account. I've double-checked this multiple times.

Edit out the Email from the post, it isn't a good idea to have it there, and can cause you some issues if someone hacks or just plain harvests for other problems.

Have you moved the location of your my documents folder??
Separate option is to uninstall DAO, then install the origin game manager(similar to Steam, but has some people not liking it) and then use it to install the game, which can be patched to 1.05 Beta. But read up on the beta patch since it can cause it's own issues as well.
I know the game can work, because I just played it today, albeit on a Win7 system, and the downloads appeared.

Thanks, I posted it at first because it's a junk email untied to any personal info or other important accounts. The only reason it's my Bioware/EA Account email is because it's the one I used to register for Dragon Age Journeys WAY back in the day before the train wreck of Legends came along

Still, it was dumb to post it. I never moved the "my documents" folder, there was always more than enough room on my original HD to store the DLC and save files, so I just let them get stored there. The original game files downloaded through steam to my external HD.
And what you're saying is that if I uninstall the game through steam, I should still be able to download it using the EA app because EA will have the game licensed to me on account of my having registered the game online with them? I can then patch that version to 1.05 and, if it works, that ought to indicate that if I purchase the ultimate edition, it too will work?
Is there any word on when 1.05 will be done with Beta anyway? It almost seems like it would be better to hope that happens soon so that my Steam version updates and I can test 1.05 on that.
Here's the thing that worries me: It seems like most people have an issue wherein they see DLC, but it is not listed as authorized. My game doesn't even "see" the DLC, like some part of checking for it is broken. Still, I can poke around and see if Origin will let me do an install. I'm a bit doubtful though to be honest :-/. I don't know if it will help you, but yeah, you download the Origin app, then click a cog button, enter your key from Steam and it should authorize the game on Origin allowing you to DL and install. You may check in over on the Steam forums if you haven't already and see if anyone there has similar issues.
