I used to play Mass Effect 2 on the X360 and was frustrated with how limited modding was on that platform. I've recently come to own a decent gaming PC and re-purchased (via Steam, if it makes a difference) ME2 so I could enjoy all those lovely appearance mods I was so jealous of previously. Problem is... now I can no longer find the walkthroughs that showed you how to do it. Can any super-awesome person out there show me how, or point me to a walkthrough that shows me how?

In particular, I want to swap my FemShep's body with Miranda's for both casual dress aboard the Normandy and combat. Also, I'm aware that Miranda's body model has some exposed skin near the neck. If I'm using a character with a darker skin tone, is it possible to modify the texture to match my FemShep's skin color? Without screwing up the real Miranda's texture?

In addition, I'd like to unlock all the civilian casual outfits for my Shepards.

Without screwing up real Miranda's texture? Probably not. You'd have to make sure that real Miranda is not wearing the same outfit as Shepard is.

Hmm. So, for example, if I don't like Miranda's loyalty outfit and have no intention of using it with any of my characters, I could overwrite the loyalty outfit texture with a duplicate of her original outfit texture and then modify the "loyalty" texture however I want without it affecting her "original" texture?

Yes.
You may run into some problems regarding the normal map, but the main texture itself should go fine.
