Wrex, Garrus, Mordin, and Legion have always been my top four. I only recently came to really like Thane and Ashley. I actually like all of the characters, just some a lot more than others. It was really hard for me to list them because I like each one for different reasons.
Didn't list Morinth because I haven't recruited her yet.

So ... I pulled up the ol' spreadsheet and started plugging in values. I took every possible squad member and gave them a rating on combat ability, combat support, personality and story for both ME1 and ME2. 8 catagories total. ratings were 1 to 9 with 5 being dead average. Any non aplicable column was rated at a 4. Jack was not in ME1, for example, so each of those columns were given a value of 4 or slightly less than average. Add them all up and sorting the results yields this:

2) Kasumi - She's petite, smart, and Japanese. What more do you need? Plus she has both my favorite companion power "Shadow Strike" and favorite loyalty mission (it was so uniqe compared to all the others).
3) Legion - He's a geth and a gamer! Love this character and I was sad that we got him so late in ME2.
4) James Vega - I know this is jumping the gun here, but I really am intrigued by James Vega's character - even long before people started to like him more since the Conviction comic. Admittedly, a lot of my positivity towards this character is because of the rumors of him finally being a same gender romance option for male Shepard. I hope somewhere inside the bulky and rough exterior is a good heart I can be happy to pair my male Shepard with.
5) Tali - She's just very cute and sweet. And I love her culture's back story.
6) Wrex - Like Tali and the Quarians, I really enjoyed learning about the krogans through Wrex. And considering how Wrex was probably the one squadmate from ME1 who seemed the most genuinely happy to see Shepard again definitely adds major brownie points.
7) Garrus - Garrus to me was just "okay." I mean he's cool and all, but nothing about him really made me excited about him. It was neat discovering that he was Archangel in ME2, though.
8) Liara - Like Garrus, I too found Liara to be for the most part "okay." The asari in general are interesting creatures, but I found other asari in the ME series to be far more interesting than her. It is cool when she becomes the new Shadow Broker though.
9) Thane - I really felt for Thane's back story. Even though I didn't particularly care for any of the romanceable males in ME2, Thane was the one I would have been most interested in pursuing.
10) Kaidan - Oh, Kaidan. Although he actually isn't my type physically, I found him to be the most appealing to romance in the Mass Effect series thus far. And admittedly, he now looks super hot in ME3. If he ends up being available for same-gender romance, he may trickle upwards in this list.
11) Grunt - Grunt to me didn't seem to be particularly more interesting than Wrex, but I loved his design. His blue features and eyes are hypnotizing to me. Dare I say, I found Grunt to be the most "attractive" krogan I've seen? (And now that I think of it, his voice is actually pretty sexy too.) Wow, listen to me! Best to move on now....
12) Miranda - I really did like Miranda a lot. I was sympathetic towards her past, and her accent really helped me warm up to her character (much like Leliana's did in DA:O).
13) Jacob - I've seen a lot of Jacob hate because they considered him to be a "boring" character. But he's a really nice guy, and for me, I'd much rather prefer a character to be "boring" but nice and relatable as opposed to interesting but a total $%#^& (*cough* Jack *cough*).
14) Ashley - I never understood why people keep playing the "racist" card on Ashley. There is a difference between a person who has not had as much exposure to certain people different from them (and are thus uncomfortable around them), as opposed to someone who downwright "hates" people who are different from them. I always considered Ashley to be the former. And I think many people have experienced the former within themselves too - more so than they may wish to admit. People also like to knock Ashley's religious faith. I think it's great that Mass Effect is mature enough to allow such themes into their games. I understand people's discomfort over it, but I think it makes Ashley's character more believeable and realistic.
15) Samara - She was kind of "meh" for me. It was interesting learning about Justicars and I was genuinely intrigued by her "family issues." But she just didn't interest me as much as those character above her.
16) Zaeed - Just didn't care for his personality at all, though I know he's got a lot of fans. The way he treated his bounty when you first meet him on Omega kind of turned me off from him right away. If it weren't for that as my first impression of him, I probably would have liked him a lot more.
17) Jack - I just can't stand the attitude. She had a cool intro cutscene, but after that, I really didn't like Jack at all mentally or physically. I am sympathetic to what was done to her, but that in of itself didn't allow me to completely overlook her less than redeeming qualities.
18) Morinth - I only had one playthrough where I actually chose her over Samara. She's got a neat "vampire" like quaity about her, but I guess since I didn't paritcularly care for Samara that much, I didn't particularly care much for her daughter either.

1. Garrus - Always a part of my squad no matter what. I'm pretty sure that during his recruitment mission, had I not already known the identity of Archangel, I would have squealed like a child upon discovering it was him.
2. Kasumi - Love her character. I am extremely disappointed we didn't get to see more of her.
3. Tali - Tied with Kasumi for second place. Her story is intriguing, she's sweet and I can't get enough of her voice.

2. Liara...Real brainy and grounded, always enjoyable to have a Lisa Simpson around when traversing the traverse.
3. Grunt...Saved my ass countless times on Insanity, and has decent lines. Needs to read more Hemingway.
4. Jack... Ton of moments where you wish Shepard had a "STFU," interrupt, Still found her the most interesting
5. Mordin...Best dialogue in the game.
6. Wrex...Like Sten from Origins, always refreshing to see a party member second guess the protagonist,or die trying.
7. Samara...What Thane was going for, but with fewer jarring cheese lines.
8.Legion...Because he's a pro
9. Jacob...Thought he was pretty flat at first, but the bro sessions after loyalty had me wanting to spill some drinks
10. Tali...Too rainbows and butterfly's, felt like I was being pushed into a pity date by everybody on the Normandy
11. Thane...Found the deadbeat monk dad to be too much, thought he could have been written more subtley.
12. Miranda...Boring as hell, felt like she was grasping at stigma straws
13. Kaidan/Ash...Kaidan is too archetypical of a good guy to be interesting, and Ashley is irritating as hell.
14. Morinth...Cheeseball Grand Champion, couldn't help but cringe everytime she spoke.

Seeing how my canon Shep is an adept, my top two favorites are teammates that I find most useful. Ash and Tali in ME1 for combat and tech, Miranda and Samara in ME2 for well, pretty much the same.
Tbf you don't really need anyone else than Miranda as an Adept imo, you're pretty much unstoppable if you pick Enery Drain as your bonus power as well

Comments: I rate these two together because of how intertwined their characters are with regards to the plot. Their voicework isn't all that special, and while their story is definitely interesting, at times it's a bit too obvious (chatting with Morinth in the club). Comments: I didn't find all that much wrong with the voicework or storyline with regards to the character. The loyalty mission didn't seem all that relevant given Jacob's dismissed attitude regarding his father (before, during, and after the loyalty mission) which took a lot of the importance out of it.

Comments: I haven't explored a romantic relationship with her yet, so I may be missing out on some context with regards to her story, but as it stands I feel that while it wasn't terribly written, it just doesn't seem to resonate very much with me.

Comments: Based on how her story progressed in ME2, I got the impression that she doesn't really matter. Firstly she is on missions that are said to be a waste of time, if not proven by her eagerness to join Shepard, add to the fact that when she was charged with treason that not even at her own trial is she the primary focus leads me to believe that her relevancy is diminished. Her loyalty mission did have an interesting plot: choosing between what is fair for Tali, or what Tali wants (of course there is a third choice).

Comments: The majority of my assessment stems primarily from my experience with the character in ME2. I find that while most Krogan are alike and share many similarities, Wrex is noticeably different and provides a unique outlet for the race of stereotypical warriors.

Comments: I think if there was more dialogue with Garrus in ME2 then the redundancies in a lot of what he says wouldn't stand out so much. Based on videos I've seen of ME1 content, his character has developed quite a bit, but he is still just as impulsive and out for revenge as he seemed to be in ME1 (I'm hoping that changes with ME3). However, they do highlight this character flaw with his stories: his loyalty mission shows what could or couldn't happen if you don't think things through.

Comments: By far the best story of all the characters, bar none. There is a depth to this character's story that very few of the other characters have, which says quite a lot given the fact that Mordin was introduced in ME2 and not ME1. The voicework covers a wide range of emotions, none of which seem unbelievable, and all in all the quality of this character appears to be most evident than the rest.
