No, not necessarily. The resources allocated to MP could just have not been allocated at all. Unless you know the details of how the game was budgeted, all you've got is guesswork.

You don't know what budget the Bioware team have. You don't know what they have planned. You don't even know how this MP thing is going to work yet; it could be completely seperate add-on missions that you can install after you've played the original SP campaign.
To suggest that it means the SP will be rubbish is nonsense.

1) My main game with my best friend over the internet.
2) My best friend's main game as the coop companion over the internet.
3) A local friend's main game as the coop companion at his house (if there's split screen).
4) Possibly play my main game by myself.
So go feel sorry for yourselves that like... the programmers used their free time to do something awesome? Really, you people are so silly. Network programmers aren't the same as scenario design programmers. Or maybe you think the network programmers are going to model and animate new enemies? Because every last member of BioWare's staff went to school three times longer than necessary to learn every last role in video game development. And who is gonna pay for the ten programmers to work on this for a year? Uh, maybe the projected increase in sales from adding such a cool feature?
...So yeah, you CAN add features without cutting game content.
