Well, Tecmo and Koei are now merged. I don't know if that means anything, but it could be their efforts are more towards Ninja Gaiden III right now.
It could be they know it's going to sell and I don't think Samurai Warriors sells as well outside of Japan.
Sells more than they would have by not providing it in the west, and in the case of the company itself as far as I am aware the merger allows each entity to still be separate while pooling and combining resources for their projects, and also allowing crossovers.
For example in warriors orochi (the newer one I believe) they have some tecmo characters as well as all the Dynasty/samurai warriors characters.
Ryu was one of them I think.
the other guests are from Bladestorm, Zill'oll (or whatever) and the Troy one
plus a few new characters from old Chinese and Japanese stories
